The programme, which started in 2001, was implemented by the Office of the Prime Minister to target at-risk youths and take young boys off the streets. Thirty-one-year-old Jerome Bryson, who now works at an auto shop, entered the programme at 16 years old after being out of school for two years. He states that he owes his success to this programme.
