Burdened Vessel

In boating terminology, the 'burdened vessel' is the ship that must move out of the way of the privileged vessel, according to navigation rules. Althea Marjorie Fagan lives on a small boat with her seven children in Port Royal. She has been searching for a safe home for her family since the destructive force of Hurricane Ivan in 2004. 'Burdened Vessel' details how Fagan's hopes for a new home were demolished, her current living conditions, and how it effects her children.
